WICHITA FALLS, Texas (KAUZ) - Wednesday night, the City of Wichita Falls released footage from the August 2025 arrest of 19-year-old Victoria Lang at a Downtown McDonald's. The city also confirmed Fmr. Wichita Falls Police Officer Daniel Wilson was indicted in connection to the same arrest.

WFPD records state Wilson used "inappropriate force, carry methods, and body positioning" to secure Lang in the WFPD vehicle, calling his actions "excessive." Records state Fmr. WFPD Officer Douglas Gulley was also involved in the arrest.

City leaders issued a "unified statement" stating they recognize the importance of the legal process and reaffirm their commitment to continue the work of serving the Wichita Falls community.

"Today shows the legal system doing what it was designed to do," Mayor Tim Short said in the statement. "Understandably, people will have a wide range of emotions. As that process unfolds, this is a moment to recommit to each other as we build a better future for everyone in Wichita Falls."

In the months following the arrest, Wilson was fired from the Wichita Falls Police Department, with Gulley later resigning, as confirmed by then Police Chief Manuel Borrego.

Interim WFPD Chief Bates added in Wednesday's statement, "The actions alleged in this case are not reflective of the values of the Wichita Falls Police Department or the men and women who serve this community every day. Our focus remains on building on the work we've already started, supporting our officers as we strengthen trust with the community to ensure the department moves forward stronger than before."

Wednesday night's statement came as the WFPD continued a department-wide review conducted by third-party service 21CP Solutions.

Concerning Wilson's indictment, City Manager Jeff Jenkins said, "We will continue the reform efforts already underway, including the ongoing review with 21CP, while continuing to support growth and opportunity across Wichita Falls."

The City of Wichita Falls released body-worn camera footage from the arrest of Ms. Victoria Lang, "as part of its ongoing commitment to transparency and public accountability."

Community Advocate for Lang, Crystal Washington issued a statement regarding Wilson's indictment.

"While this indictment represents a step towards accountability, conduct this abhorrent by a peace office should never occur in any community," Washington said. "Those entrusted to protect and serve must be held to the highest standard, and accountability is not optional - it is necessary."
