SAN FRANCISCO (KGO) -- The sexual assault allegations against former East Bay Congressman Eric Swalwell are bringing back some other ethics concerns about him.
Swalwell has officially resigned his seat in Congress, and it is unclear where he is now, but it is clear he was kicked out of a former supporter's home.
Former timeshare resort executive Stephen Cloobeck talked to KTTV Los Angeles about kicking out Swalwell.
"I said, 'pal you busted the trust,'" he said in the interview. "I'm disappointed and disgusted. Get the f* out of here."
Cloobeck was a former supporter of Swalwell who said in the interview that he's no longer a Democrat but now a "Libertarian Republican."
ABC7 Eyewitness News found the most recent Financial Disclosure Report for Swalwell filed in 2025 sheds light on his relationship with Cloobeck.
It shows Swalwell accepted private air transportation to Nice, France from Cloobeck, valued at nearly $31,000. To be clear, the House Committee on Ethics' website does not state this is a violation.
The ABC7 Eyewitness News data team looked through gift travel filings, and the France trip was not listed as an official trip.
Craig Holman is a Government Affairs Lobbyist for Public Citizen, a nonprofit consumer advocacy organization. He focuses on issues like governmental ethics and talked to ABC7 Eyewitness News about the trip.
"I'd have to know more about it, but it certainly raises red flags," Holman said. "We attempted to reform some of the most egregious abuses of privately-sponsored travel by members of Congress and travel paid for by other governmental sources back with the 'Honest Leadership and Open Government Act' in 2008 and we achieved some really phenomenal reforms."
The campaign of Tom Steyer, who is running for governor, had alleged Swalwell appeared to live in California on paper only and that Swalwell and his spouse executed a deed of trust designating Washington DC as Swalwell's principal address.
Monday, an ABC7 Eyewitness News crew went to the Livermore home Swalwell lists on his voter registration form but nobody appeared to be home at the time.
When it comes to the sexual misconduct allegations, Holman said Swalwell appears to be trying to get out of the reach of the "Congressional ethics committee" by resigning.
"By resigning from Congress now, the ethics committee has no jurisdiction," he said. "Whether or not there's any further prosecution would depend on whether the Department of Justice wants to press charges and take him to court."
