Parents have expressed shock at proposals to close their village school ahead of a public meeting due to take place over the issue later.
A consultation is being held on proposals to merge St Michael's C of E Infant School in Mickleham with Newdigate C of E Infant School.
If approved, it would mean that St Michael's, which has been open for 126 years, would close on 31 August, with pupils being transferred to the other site.
Surrey County Council (SCC) said the school had seen a 77% fall in the number of pupils on its roll in ten years and the "amalgamation" proposal would not be made if "there was a better option."
Geoff Black from Mickleham has a child who he is hoping will be able to go to St Michael's in September.
He said that his reaction had been "shock" and that people's emotions were "running high".
"There are so many people in this village that went to this school, their family, their grandkids, their kids.
"It means an awful lot to this community to have (it) here."
Claudia Parker, whose son is in the reception class, said she found out about St Michael's through word of mouth and "fell in love with the school".
She added the school was very "nurturing", and the teachers understand the needs of the children.
"I was absolutely devastated because now I feel like I'm a situation where I just don't know where to place him,"
"I'm really worried about his education. I don't know what to do if the outcome is not a great outcome."
A council report published this week shows factors, including falling birth rates and families leaving Surrey because of the pandemic, have led to nearly 50 fewer classes of reception aged children in less than a decade, according to the Local Democracy Reporting Service.
Helyn Clack, SCC Cabinet Member for Children, Families and Lifelong Learning said: "Changes to the way settings and schools are funded...are combining to create very real challenges for all schools but especially our smaller settings and schools."
"St Michael's C of E Infant School has seen the number of pupils on roll fall from 78 in October 2015 to 18 by January 2026 - a decrease of 77%."
She added school leaders, the diocese, and the council had worked together for years to look at ways of increasing pupil numbers.
"We would not be making this proposal for amalgamation if we felt there was a better option,"
the council member concluded.
The Liberal Democrat MP for Dorking and Horley, Chris Coghlan, has organised a meeting about the future of the school at Mickleham Village Hall on Friday at 1300 BST.
The public consultation before closes on 6 March.
