LA PLATA, Md. -- A Germantown man has been charged after police say he assaulted two juveniles and caused a disturbance near La Plata Town Hall earlier this month.
William Brian Ramsay, 50, of Germantown, is facing multiple charges including two counts of second-degree assault, disorderly conduct, and failure to obey a lawful order following the March 9 incident in La Plata.
According to charging documents, officers with the La Plata Police Department were dispatched around 6:32 p.m. to the area in front of La Plata Town Hall on Queen Anne Street for a report of an assault that had just occurred.
When officers arrived, a witness reported seeing a white male wearing a green shirt approach two juveniles walking along the sidewalk. The witness told police the man bragged that he had "just struck those kids" before leaving the area toward Charles Street.
Officers soon made contact with the two juveniles involved. One of the juveniles told police they had been walking on the sidewalk when the suspect approached and body-checked one of them before striking the other in the head with a closed fist while still holding a plastic bag in his hand. Both juveniles were able to identify the suspect for police.
The suspect was described as a white male in his 40s or 50s wearing a green shirt and shorts and carrying a plastic bag. Officers began canvassing the area and soon located a man matching the description walking nearby.
An officer responding to assist observed a white male wearing a gray hoodie over a green shirt and shorts walking away from the area. When officers attempted to stop him, the man began to flee toward La Grange Avenue.
Police drove ahead of the suspect and cut him off before taking him into custody. While officers attempted to place him in handcuffs, the suspect initially refused commands and resisted as officers tried to search him. According to the report, the man became combative, tensing up and pushing back while attempting to kick officers.
During the incident, several people stopped along the sidewalk to watch, and police said the suspect continued yelling in a disorderly manner as officers worked to restrain him.
After the suspect eventually calmed down, he identified himself as William Brian Ramsay. Officers later confirmed his identity through law enforcement databases.
Ramsay was arrested and charged in connection with the assault. Court records show he was initially held without bond following his arrest. A bail review hearing was held on March 10 in Charles County District Court, with another hearing scheduled for March 18.
A trial in the case is scheduled for April 28, 2026, in Charles County District Court.
