Stafford County deputies make multiple arrests in overnight incidents and robbery case

STAFFORD, VA - A series of overnight disturbances, an arrest tied to an armed robbery investigation, and a reported fraud case kept deputies busy across Stafford County, according to the sheriff's office daily incident report released Wednesday.

The incidents, spanning early morning hours through the evening, resulted in multiple arrests, including charges of public intoxication, obstruction of justice, and fugitive from justice, with one suspect held without bond.

Public intoxication incidents lead to arrests

At approximately 1:48 a.m. Tuesday, deputies responded to a disturbance at a Chili's restaurant located at 1030 Stafford Marketplace. According to the report, “Deputy Ramos then observed the suspect running across the parking lot.” Upon contact, deputies noted “the suspect displayed signs of impairment with an odor of alcohol coming from their breath and glassy eyes.”

“When questioned, the suspect admitted to having four alcoholic beverages earlier in the day,” the report states. Leahlynn Clyburn Edwards, 27, of Stafford, was arrested and charged with public intoxication and held at Rappahannock Regional Jail until sober.

Less than an hour later, at 2:40 a.m., deputies responded to another disturbance on Town Square Circle. After speaking with those involved, deputies determined one individual showed signs of intoxication, including “a strong odor of alcohol coming from their breath and aggressive behavior.”

While being transported, “the suspect began arguing with Deputy Wagner and changing their story about how much alcohol they had consumed,” according to the report. The situation escalated after arrival, as “the suspect began resisting and attempted to flee,” and later “made several threatening statements toward Deputy Wagner” during booking.

Kusan McCain, 37, of Stafford, was charged with public intoxication and obstruction of justice and held without bond.

Armed robbery suspect located and arrested

Later that day, at 2:13 p.m., the Stafford County Sheriff's Office Street Crimes Unit located a suspect connected to an armed robbery investigation earlier in the month. The report states the unit "observed a wanted individual as part of an armed robbery case earlier in the month."

Working alongside the Forest Heights Police Department, deputies had previously arrested two other suspects tied to the case. Authorities reported the suspect "was observed inside a vehicle before being subsequently removed and arrested."

Justin Dortch, 19, of Stafford, was charged with fugitive from justice and held at Rappahannock Regional Jail without bond.

Fraud investigation underway after unauthorized eBay charges

Deputies also responded to a fraud complaint on Courthouse Road at approximately 6:27 p.m. Victims reported discovering multiple unauthorized transactions linked to eBay accounts.

According to the report, "The victims notified their bank, closed their accounts, and canceled all compromised cards." No suspects have been identified in connection with the fraud as the investigation remains ongoing.
